Green Bay Police Department Releases 2025 Data; Recorded WIBRS Offenses Decrease by 8.5%
During 2025, the Green Bay Police Department (GBPD) responded to 63,641 calls for service, and in its annual review of data submitted to the Wisconsin Incident-Based Reporting System (WIBRS), GBPD recorded fewer known offenses in 2025 compared to 2024.
Overall, WIBRS related offenses fell by 8.5%, driven primarily by a significant drop in property crime and fewer crimes against society. However, crimes against persons rose slightly from 2024.
“Public safety is a shared responsibility, and the progress reflected in these numbers shows the impact of dedicated policing and strong community partnerships. We remain committed to continuing our efforts to enhance safety and the overall well-being of our community,” said Chief Chris Davis, Green Bay Police Department.
In 2025, GBPD recorded 5,917 reported WIBRS offenses, compared to 6,467 during 2024.

In addition, this update indicates an overall decrease of about 9% from the previous 5-year average.
Crimes Against Persons
Reported crimes against persons increased just over 7% in 2025, with 1,904 compared to 1,769 in 2024. Offenses contributing to the increase include intimidation, simple assault, and kidnapping/abduction, which in some cases may be associated with domestic violence incidents when one person is prevented from leaving. However, the reported offense of aggravated assault and rape decreased. Homicides remained unchanged, with two reported homicides in both 2024 and 2025.
Crimes Against Property
Reported property crimes decreased by more than 16% in 2025, with 2,390 reported for the year compared to 2,867 in 2024. Decreases were seen in burglary, motor vehicle theft, theft of motor vehicle parts, and theft from buildings. However, wire fraud and identity theft increased.
Crimes Against Society
Reported crimes against society decreased just over 11% in 2025, with 1,623 compared to 1,831 in 2024. This decrease appears to be largely driven by reductions in drug/narcotics violations and equipment violations.
GBPD also recorded 24 known shots-fired incidents in 2025, a decrease of just over 14% from 2024.

GBPD also tracked 49 overdose incidents in 2025, representing a decrease of nearly 28% from 2024.
