Attempted Kidnapping at Barker Park, Wasco 
On Thursday 10/6/2016 at approximately 8:00 PM deputies from the Wasco Substation received a report of an 18 year old female being accosted by a subject at Barker Park. Deputies immediately responded to the location and located Joel Tellez-Franco (36), a Wasco resident, who matched the description. Tellez Franco was detained and subsequently arrested for Attempt Kidnapping, Possession of a Controlled Substance, and providing False Information to a Peace Officer. Tellez-Franco was booked at the Central Receiving Facility, his bail amount is set at $22,500.00.
