Update: Suspected explosive device at PG&E Substation on River Rd.
Update: There is no longer a threat, the suspicious device has been mitigated. Southbound Highway 101 on and off ramps at River Rd are now open. There will be further information from the Sheriff's Office PIO at a later time.
