On Monday, March 16, 2020, the Alameda County Public Health Department (ACPHD) announced a Shelter-in-Place Order (County Order) directing the public to stay at home and businesses to stop non-essential operations. The purpose of this extraordinary measure is to slow the spread of Coronavirus Disease 2019 (COVID-19) to the greatest extent possible in order to protect the public at large and the healthcare system.  All persons may only leave their residences to conduct essential activities, essential government functions or to operate essential businesses. 
 
Under the authority of the Alameda County Health Officer, the City of Fremont Police Department is enforcing the Shelter-in-Place Order and would like to assist our community to better understand the Order’s parameters.   Our objective is to gain cooperation utilizing education and dialogue.   We are committed to doing all we can to assist our community with better understanding of the County Order’s directives and definition of “maintaining minimum basic operations” during this crisis.  Minimum basic operations are defined as activities such as payroll, benefits, maintenance of essential equipment and maintaining the value of the merchandise.

“The health and safety or our community is our highest priority.  Slowing the spread of this disease requires everyone’s cooperation.  We owe it to one another to follow the social distancing measures and comply with the intent of the County Order,” stated Police Chief Kimberly Petersen.
 
The Department has set up an email for the public at [email protected] and will evaluate each complaint, as well as the appropriate response, on a case by case basis.  We will seek guidance as necessary, from the Alameda County Public Health Officer.  Our goal is to mitigate through compliance, and we will work to gain cooperation from any business in violation of the County Order. The Department will take appropriate enforcement action on violations that appear to be blatant and intentional.
