Crime Alert Bulletin

**This bulletin contains two weeks of information because the entire city-wide computer network was down for almost three weeks. Our Records Division is still working diligently to enter reports into the computer, and this bulletin may not contain all the events. This week’s bulletin contains two weeks of information, and now we are back on schedule!

When I mention “the unit block” of a street, this means the incident occurred at an address anywhere between 1 and 99 of the street.


Notable Cases

On Thursday, 03-19-20 at 2:27 p.m., Officer Premenko and Officer Moody were dispatched to an apartment complex on the unit block of Ward Court on the report of an interrupted burglary. The reporting party/victim said he was inside his apartment, which is next to the laundry room, when another resident knocked on his door. The resident told him that someone was inside the laundry room and locked the door. The reporting party said he knocked on the laundry room door and saw two males sitting on the floor, and there was no laundry being washed. When the reporting party told the two subjects to stay there until the police arrived, he said the two subjects then attempted to go past him to leave. The victim said he attempted to stop them, and one subject “tased” him three times. The victim said when he got outside of the building, he tackled the subject, and during the struggle, he was tased two more times. The victim, a 46-year old former Marine, said he told the subject to drop the taser or he would choke him out. The victim said the suspect then dropped the taser. When officers arrived, the other male was on the phone saying his friend was being assaulted. The officers checked the laundry room and found the machines were burglarized. The first suspect, a 40-year old Daly City resident, was arrested for burglary, assault with a stun gun, conspiracy, possession of burglary tools, possession of stolen property, and vandalism. The second subject, a 39-year old Daly City resident, was arrested for burglary, conspiracy, possession of stolen property and vandalism.

On Tuesday, 03-24-20 at approximately 11:33 a.m., several officers were dispatched to the 200 block of Los Banos Avenue on a report of a burglary. The reporting party said she was home with her five family members when she heard glass breaking inside her garage. The victim said she went to the garage and saw an unknown subject standing outside a broken side window. The officers arrived and set up a perimeter but determined the subject did not enter the residence. The reporting party described the suspect as a light skinned white or Hispanic male in his 50’s, 5’7”, medium build, wearing a long sleeve shirt under a green florescent construction-type vest and had a white medical-type mask covering his mouth area. Officers were unable to locate the suspect.

On Tuesday, 03-24-20 at 5:53 p.m., Officer Douglas, Officer Reyes and Sgt. Scholes were dispatched to an apartment on the 500 block of San Diego Avenue on a report of a possible shooting that occurred 10 minutes prior. The reporting party said his wife heard gunfire and found a bullet hole in the ceiling. The reporting party directed the officers to see the hole, and it appeared as if a bullet had penetrated the ceiling from above, which cause the sheet rock to break and fall to the ground, near where their two young children (3 years and 6 years) were playing. The officers went to the apartment directly above the reporting party’s apartment and spoke with the residents who did not know what happened as they had just returned from the grocery store. The residents said another person was home when they left for the grocery store but was not there when they returned. Officers called that subject who said he was on his way back to the apartment. Officers questioned the subject, a 27-year old Daly City resident, and he said he was cleaning his gun while he was alone in the home, and as he was doing so, he said the gun accidentally went off. The subject was placed under arrest for negligent discharge of a firearm and child endangerment. Luckily the children in the apartment below were unharmed.

On Wednesday, 03-25-20 at approximately 1:33 p.m., Officer Graner was dispatched to the parking lot at the Serramonte Shopping Center near the Verizon store on a report of an active physical fight between two males and a female. Officer Graner determined the 30-year old Palo Alto resident was the victim of a brandishing via knife by a 39-year old San Francisco resident following a road rage incident that originated in San Francisco. A criminal complaint is sought against the suspect.


Robberies

There was one robbery during the past two weeks.

On Monday, 03-16-20 at approximately 8:00 p.m., an 18-year old Daly City resident was walking westbound on Los Olivos Avenue approaching San Diego Avenue when an unknown male walked to the right side of her, pulled her gray iPhone 11 out of her hand, and ran northbound on San Diego Avenue. The victim said there were three other male juveniles ahead of her, and she believed the subjects knew the person who stole her phone. The victim said the subjects laughed at her and kept walking toward the BART station. The victim described the subject that stole her phone as a black juvenile male wearing a black hoodie and dark jeans. The victim was not physically harmed.


Residential Burglaries

There was one residential burglary during the past two weeks.

On Tuesday, 03-24-20 at approximately 11:33 a.m., an unknown suspect broke a garage window to a residence on the 200 block of Los Banos Avenue. See “Notable Reports” for more information.


Commercial Burglaries

There were two commercial burglaries during the past two weeks.

On Tuesday, 03-17-20 between 1:30 a.m. and 2:41 a.m., an unknown subject burglarized the Fire Up Hot Pot restaurant on Gellert Boulevard by making entry through the rear door. There was no loss.

On Thursday, 03-19-20 at 2:27 p.m., two subjects burglarized a laundry room to an apartment on the unit block of Ward Court. See “Notable Reports” for more information.


Vehicle Burglaries

There were 5 vehicle burglaries during the past two weeks.

• Skyline Plaza parking lot near Kentucky Fried Chicken—sunglasses, hard hats and tools were taken from a 2007 Toyota Prius. The left front window was smashed. Occurred on 03-14-20 between 1:00 a.m. and 11:20 a.m. The suspect also attempted to steal the catalytic converter.
• 900 block of St. Francis Boulevard—a speaker and an amplifier box were taken from a 2013 Audi Q3. Four windows were smashed. Occurred on 03-22-20 between 3:30 a.m. and 9:00 a.m.
• Skyline Boulevard/John Daly Boulevard—a Brazilian passport, cellphone and a wallet containing identification and credit cards were taken from a 2014 Toyota Camry. The left front window was smashed. Occurred on 03-20-20 between 12:10 a.m. and 4:10 a.m. **On-line report.
• 850 Campus Drive parking garage—nothing was taken from a 2018 Kia Soul. The front passenger window was smashed. Occurred between 1:30 p.m. on 03-20-20 and 11:30 a.m. on 03-22-20.
• 850 Campus Drive parking garage—two bags of rice and a gym bag was taken from a 2020 Kia Soul. The method of entry is unknown. Occurred on 03-21-20 between 7:40 p.m. and 7:55 p.m. **On-line report.


Stolen Vehicles

There were five vehicles stolen during the past two weeks.

• Parking garage at 1551 Southgate Avenue—a 2005 Honda CRI-50 motorcycle. Occurred between 11:30 p.m. on 03-12-20 and 8:00 p.m. on 03-17-20.
• Hillside Boulevard/Muirwood Drive—a 2004 Nissan Quest. Occurred between 3:00 p.m. on 03-16-20 and 7:00 a.m. on 03-17-20. **Recovered by Daly City P.D. on 03-28-20.
• Parking garage at 494 Lake Merced Boulevard—a 1997 Honda Accord. Occurred between 3:50 p.m. on 03-18-20 and 1:21 a.m. on 03-19-20.
• 6000 block of Mission Street—a 2000 Ford F-150. Occurred on 03-23-20 at 11:00 a.m.
• 400 block of Northaven Drive—a 2007 BMW 335i. Occurred between 6:00 p.m. on 03-28-20 and 1:00 p.m. on 03-30-20.


Miscellaneous

• There were 11 domestic disturbance cases reported
• There were 2 shoplifting incidents reported
• There were 10 cases involving an involuntary psychiatric hold
• There were 11 malicious mischief/vandalism cases reported
• There were no arrests for public intoxication
• There were no hit and run collisions reported

Message from San Mateo County District Attorney regarding COVID-19 scams

I have cross-posted this message, but I will do it once more on this forum. San Mateo County District Attorney Stephen M. Wagstaffe is warning residents and businesses to be alert for scams related to the novel coronavirus or COVID-19 pandemic.
"Unfortunately, it is common for scammers to exploit the uncertainty and anxiety associated with emergencies such as the COVID-19 pandemic to take people’s money or steal their identities. Scams reported to law enforcement agencies throughout the country include:

• Scammers selling fake at-home test kits;
• Scammers soliciting donations for individuals, groups, and areas affected by COVID-19;
• Scammers offering to sell fake cures, vaccines, and advice on unproven treatments for COVID-19;
• Scammers creating fake businesses, websites, social media accounts, and email addresses claiming to sell medical supplies currently in high demand, such as surgical masks. When consumers attempt to purchase supplies, the crooks keep the money and never provide the merchandise;
• Scammers posing as national and global health authorities, including the World Health Organization (WHO) and the Centers for Disease Control and Prevention (CDC), sending phishing emails designed to trick recipients into downloading malware or providing personal identifying and financial information;

Residents and businesses can protect themselves from becoming victims of COVID -19 related scams by doing the following:

• Rely on medical information only from trusted sources, such as their personal health care providers and county, state and federal public health officials;
• Independently verify the identity of any company, charity, or individual that contacts you regarding COVID-19;
• Be cautious of unsolicited emails offering information, supplies, or treatment for COVID-19 or requesting your personal information for medical purposes. Legitimate health authorities will not contact the public this way.
• Check online reviews of any company offering COVID-19 products or supplies. Verify that the URL/Web Address is correct as scammers will often create fake copies of websites where the URL is only slightly different. Avoid companies
with complaints about not receiving items.
• Don’t click on links or open email attachments from unknown or unverified sources. This could download a virus onto your computer or device.
• Research any charities or crowdfunding sites soliciting donations in connection with COVID-19 before giving. An organization may not be legitimate even if it uses words like “CDC” or “government” in its name or has reputable looking
seals or logos on its materials. For resources on donating wisely, visit the Federal Trade Commission (FTC) website. https://www.ftc.gov/…/audio…/video/make-your-donations-count
• Ignore offers for a COVID-19 vaccine, cure, or treatment. If there is a medical breakthrough, you won’t hear about it for the first time through an email, online ad, or unsolicited sales pitch.
