On Thursday October 21, 2010 at approximately 2:16pm, Officer Testa observed a suspicious vehicle on N. Church St. @ E. Main St. A check of the vehicle’s registration revealed that the registration was suspended for VEIP. Officer Testa initiated traffic stop on the vehicle on E. Main St. @ Summit Avenue. During Officer Testa’s contact with the operator of the vehicle, he observed the passenger trying to conceal a plastic bag containing suspected marijuana. Further investigation revealed that the passenger was in possession of approximately 66 grams of marijuana and a scale. A CDS smoking device was found in the vehicle in which the operator of the vehicle claimed. The passenger was identified as: Jacob Wheeler, age 18, of Thurmont. The operator of the vehicle was identified as: Eugene Harwood, age 20, of Thurmont. Both subjects were placed under arrest. Mr. Wheeler was charged with: Possession of CDS (Marijuana), Possession of CDS Paraphernalia, and Possession of CDS with Intent to Distribute. Mr. Harwood was charged with Possession of CDS (Marijuana) and Possession of CDS Paraphernalia.
