Endangered Missing Advisory for Three Children

Los Angeles. The Los Angeles Police Department is asking for the public’s help in locating three children from Greensboro, Georgia who were last seen with their mother at the Union Rescue Mission in downtown Los Angeles on Monday, January 3rd.

The children, 11-year-old Michelle Hogan, her 4-year-old brother Jonathan and 3-year-old sister Jasmine, are under a protective order issued by a Georgia court.

Georgia authorities issued the order after the children’s mother, twenty-eight-year-old Carolyn Hogan, left the state with them. Authorities cited concern over the woman’s mental health and her ability to care for her children.

The family drove across the country in a red Ford Windstar van with Georgia license plate BLH8859. They left the downtown skid row mission Tuesday morning, but are believed to still be in the area.

Social workers, who were trying to help Hogan at the mission, learned of the protective order only after the family had left. The Los Angeles County Department of Children and Family Services (DCFS) has been asked by Georgia authorities to hold the children in protective custody until they can be returned to Georgia.

“There is no criminal warrant for Carolyn Hogan,” said Lt. Paul Vernon, commanding officer of the Central Detective Division. “The top concern is for the children’s safety and well being.”

A county-wide broadcast will be made to all law enforcement agencies and the California Highway Patrol has issued a statewide Endangered Missing Advisory (EMA).
