Patrol Officer’s Tip Leads to Improvised Explosive Device Located During a Narcotics Search Warrant;

At about 2:30 AM, Saturday Morning, February 25, 2011, Enid Police Officer Aaron Barber conducted a traffic stop on a vehicle for a traffic violation. Barber gained information from that traffic stop indicating that the occupants of 1016 E. Maple were involved in the illegal possession and distribution of controlled dangerous substances. Narcotics Detectives responded and that information along with current intelligence led to a search warrant for the residence of Matthew Davis at 1016 E. Maple, Enid, Oklahoma. Based on intelligence gathered, the Enid Police Department’s SWAT Team was utilized to make entry of the residence. Intelligence also indicated that Davis had numerous cameras positioned around his residence and a surveillance system monitor inside. Enid Detectives were already familiar with Matt Davis from past arrests for obstructing an officer, possession and distribution of a controlled and dangerous substance and possession of drug paraphernalia.

Upon entry of the residence, five adults and an eight year old were located in the residence. The front entrance to the residence had been fortified in an attempt to delay law enforcement from entering. During the search of the residence, narcotics detectives located approximately 10 grams of Methamphetamine packaged in individual bags for resale. Detectives also located scales and packaging materials used in the distribution of illegal narcotics along with a working scanner, monitoring police frequencies. Detectives located an active security monitoring system in the same room where most of the illegal narcotics were being stored. Detectives also located marijuana and drug paraphernalia on two of the occupants of the residence.

While searching the residence, officers located what appeared to be an improvised explosive device. The Oklahoma Highway Patrol Bomb Squad and Enid Fire Department were notified. Neighbors were advised of the situation.
When the Oklahoma Highway Patrol Bomb Squad arrived, they located a second I.E.D. and removed the devices and rendered both safe. Oklahoma Highway Patrol Bomb Technicians advised Detectives that the device was in fact an improvised explosive devise and stated that there was a lot of work put into making it. Detectives located more materials and components used in making these I.E.D. devices.

Arrested and their charges were:

Matthew Ray Davis (7-4-68) for Possession of a controlled and dangerous substance with the intent to distribute, Possession of marijuana in the presence of a minor child under the age of 12, possession of a scanner in the commission of a felony, possession of drug paraphernalia, and possession of an improvised explosive device.

Charlene Davis (6-12-74) for Possession of a controlled and dangerous substance with the intent to distribute, Possession of marijuana in the presence of a minor child under the age of 12, possession of a scanner in the commission of a felony, possession of drug paraphernalia, and possession of an improvised explosive device.

Candice A. Stengle (3-8-55) for Possession of marijuana in the presence of a minor child under the age of 12, and possession of drug paraphernalia

The eight year old child was placed into Department of Human Service’s custody.

The investigation is still ongoing as investigators are examining and cataloging evidence.
