Violation of Penal Code Section 288.5(a) - Engaging in multiple acts of substantial
sexual conduct with a child under 14 years of age.

III. FACTUAL INFORMATION:

On April 14, 2011, investigators from the Livermore Police Department received
information alleging that Francis Carl Douglas, a 65 year-old Livermore resident,
engaged in unlawful sexual conduct with a female relative while she was between the
ages of 8 years old and 11 years old. Douglas was subsequently arrested for engaging
in multiple acts of substantial sexual conduct with a child under 14 years of age, a
violation of 288.5(a) of the California Penal Code.

On April 19, 2011, Douglas was charged by the Alameda County District Attorney’s
office with one count of a violation of Penal Code Section 288.5(a) and is currently in
custody at Santa Rita Jail.

At this time, investigators have no information that he has victimized any additional
children. However, if your child has had contact with Douglas, it is recommended that
parents speak with their child about the nature of any contacts with him. Any person
