On December 19, 2011 at approximately 11:45pm, OFC Fitzgerald initiated a traffic stop on a vehicle in the 400 Blk of N. Church St. While conducting the traffic stop, OFC Fitzgerald observed suspicious movement by the occupants. Each subject was directed to exit the vehicle to be identified. A subsequent search of the defendant revealed a plastic baggie containing pills hidden in his sock. The pills were shaped as cartoon characters but were not the size of known vitamins or legal drugs. The defendant was identified as: Luis Rene Fugundo, age 30, no fixed address. The pills were sent to MSP Crime Lab and determined to be Methylenedioxypyrovalerone 1 a Schedule I Controlled Dangerous Substance. On January 16, 2012, Mr. Fugundo was arrested at Catoctin Highlands in Thurmont on a warrant which charged him with: CDS: Possession-Not Marihuana. Mr. Fugundo was transported to Central Booking for processing and was released on Personal Recognizance at his initial hearing.
