SEX OFFENDER ARRESTED AT LOCAL MUSEUM

Enid Police Sgt. Dustin Albright arrested Richard Wayne Carson, age 54, at a local museum today for Failure to Register as a Sex Offender. Sgt. Albright is the sex offender compliance manager for the Enid Police Department and he registered Carson on April 25, 2012. Carson advised Sgt. Albright that he was homeless, but he had a job. Sgt. Albright fully explained the Sex Offender Registration Act Notice of Duty to Register form to Carson. This stated that Carson must report in person every seven days to the nearest local law enforcement authority and advise them of where he was at and where he planned to stay. It also stated that Carson had to notify local law enforcement authority three days prior to abandoning or moving from the address of the previous registration. Carson told Sgt. Albright that he was staying in the grass on the underpass at approximately 700 N. Grand. Carson was also required to notify the local law enforcement when changing or terminating employment.

As of May 31, 2012 Carson never reported in person to Sgt. Albright and Sgt. Albright learned that Carson had been fired from his job.

Today at approximately 12:30 PM Sgt. Albright was at a local museum giving a talk to some children about the changes in jail environment from the old days to jails of today. Sgt. Albright observed Carson walk into the museum like he was on a tour. Sgt. Albright spoke to Carson and asked him why he hadn’t complied with his registration. Carson told him that he didn’t fail to comply in anyway. He stated that he did not know that he had to do any of that. When Sgt. Albright reminded him of the paperwork that he had signed, Carson became argumentative and loud. Sgt. Albright arrested Carson for failure to comply with the Oklahoma Sex Offender Registration Act. He was transported to the Garfield County Detention Facility.

“It was unfortunate that it had to happen in front of children but it was unforeseen. Today they actually got a presentation of how somebody goes to jail”, stated Sgt. Albright.
