PRESS RELEASE: Warsaw PD weekend Meth arrest
October 29, 2012
On Sunday October 28th at approximately 2:38 p.m. Warsaw Police were called to 2204 E. Market Street in Warsaw for a possible drug complaint. A female resident called police after locating a possible Methamphetamine lab. In the garage, police located an active “one-pot” Meth lab. Under tarps on the workbench, police located multiple items commonly used in the manufacture of Methamphetamine, including coffee filters, drain cleaner, Coleman fuel, battery packs, and foil. The investigation found that the boyfriend of the resident was responsible for the articles in the garage. With permission from the resident, police also found cold packs and multiple 20 ounce pop bottles in the basement of the residence. The Indiana State Police Clandestine lab team and Warsaw Police drug enforcement officers were called to the scene for clean up. Kosciusko County Sheriff’s deputies located the boyfriend, Ryan Dean Winter, age 37, at a friend’s house in Atwood and arrested him on an outstanding warrant for Impersonating a Public Servant. Winter was transported to the Warsaw Police Department and interviewed about the items located in the garage and basement of the Market Street residence. Ryan confessed to his manufacture of Methamphetamine. He was then transported to the Kosciusko County Jail and booked in on the warrant and Dealing/Manufacturing Methamphetamine, a class B felony, and Possession of Methamphetamine, a class D felony.
The warrant for impersonating a public servant, stems from an August 8, 2012 incident where Winter purported himself as a deputy from the Kosciusko County Sheriff’s Department after confronting two subjects parked in a parking lot at night behind the residence at 2204 E. Market Street.
