Mounted Enforcement Deputies arrest three men for drug possession in the park.
On January 23, 2013, Los Angeles County Sheriff’s Deputies from the Parks Bureau Mounted Enforcement Detail observed several male adults drinking alcohol west of the horse trails at Whittier Narrows Recreation Area. The deputies detained and identified the suspects as Marcos Figueroa Llamas, a male, 37 years old, Nazario Flores, a male, 41 years old, and Flavio Martinez, a male, 35 years old, all three suspects are residents of El Monte.
Mr. Llamas and Mr. Flores were found to be in possession of Methamphetamines and opiates. Mr. Martinez was found to be under the influence of narcotics and had an outstanding arrest warrant. All three suspects were immediately arrested.
The suspects were booked at Pico Sheriff’s Station. Llamas and Flores were booked for being in possession of Methamphetamines and opiates and both are being held in lieu of $20,000.00 bail. Mr. Martinez was booked for being under the influence of narcotics and the arrest warrant out of El Monte court. He is being held on $10,000.00 bail.

The Parks Bureau Mounted Enforcement Detail (M.E.D.) is made up of 2 sergeants and 4 deputy sheriffs who are assigned to conduct law enforcement duties from the back of their equine partners. The mission of the Mounted Enforcement Detail is to provide the Department with a well-trained equestrian unit, capable of being utilized in a variety of situations including, but not limited to:
Crime suppression/Directed Patrol: The Detail can deploy in areas where it is difficult for patrol Deputies to access, such as parks, housing projects, train tracks, beaches, and river beds. The mounted unit can also patrol shopping malls and other areas congested by traffic. M.E.D. deputies were recently responsible for significant arrests involving assault, and weapons and narcotic violations during the Antelope Valley Fair.
Crowd Management: Horses have proven effective during crowd management incidents and have calmed an agitated group of people at various events. M.E.D. deputies deploy too many events where large crowds gather.
Ceremonial Events: M.E.D. has provided mounted color guards at various contract city parades and events. They have also provided a “riderless horse” at some peace officer funerals. These details are a highly visible method of representing the Department in a positive manner.
Static Displays: A uniformed deputy and their equestrian partner are always a big hit at community fairs and school functions.
Wildfire Equine and Livestock Evacuation: Through coordination with the Sheriff’s Emergency Operations Bureau and the L.A. County Animal Control Department, personnel from M.E.D. are being trained to utilize Department truck and horse trailer combinations to evacuate equine and livestock from areas threatened by wildfires.
