On April 8-10, 2013, Sheriff's Transit Services Bureau-South implemented a new operational concept to secure the Blue Line light-rail transit system.
The TRUST (Transit Rail Urban Saturation Team) Concept consisted of deputies and security assistants conducting zero tolerance patrols on the trains and station platforms. Their innovative tactics included a synchronized combination of fare enforcement, train patrols, fixed posts, and mobile random foot patrols.
Both uniformed and plainclothes teams were deployed. Additionally, deputies patrolled on horseback around the passenger stations, in surrounding neighborhoods, and businesses adjacent to the targeted passenger stations. The operation centered on the Rosa Parks Transit Hub at the intersection of the Blue and Green Lines.
This initial iteration focused on the Blue Line from Rosa Parks Passenger Station through Firestone Passenger Station and buses in the proximate area. The operation benefited Blue Line transit riders from Long Beach to Los Angeles and Green Line passengers from El Segundo to Norwalk. The effort is the first of a series of bold initiatives to address crime, quality-of-life, fare evasion, and disorder issues.
Future operations will include the establishment of a “Hub Area Team” consisting of a permanent high-visibility fixed post presence at the Rosa Parks Station (rail passenger station where the Blue Line and Green Lines meet, as well as a bus hub) as well as on-going saturation patrols at other stations and on board trains.
The operation yielded the following immediate results:
-895 Citations for various transit and vehicle code violations.
-142 Misdemeanor Arrests
-11 Felony Arrests
These arrests targeted serious crime and disorder. Criminal activity interdicted included possession of firearms, possession of graffiti implements (spray paint cans), possession of narcotics, wanted persons and fugitives. These activities contribute to disorderly conditions that inhibit passenger and community safety and security.
Our goal is to reduce the conditions that breed crime, disorder and insecurity. Operation TRUST is the first in a series of targeted enforcement efforts to improve security and enhance the riding experience for transit patrons and transit employees.
Each day 350,000 passengers ride the Metro Rail system in Los Angeles and 1.2 million passengers ride Metro Buses. The Los Angeles County Sheriff’s Department (LASD) is responsible for securing the Metro system and is committed to ensuring a low level of crime and disorder.
