On Thursday September 6, 2012 at approximately 7:40 pm the Thurmont Police Department received a report of a subject entering a second floor apartment at 10 W. Main Street through a window. When officers responded and began to investigate, they found two subjects inside the apartment while the tenant was not home. The subjects were identified, interviewed, and released with charges pending. While clearing the apartment of any other intruders, the officers observed numerous syringes and a suspected CDS substance in plain view. The apartment was seized while officers applied for, and were granted a Search & Seizure Warrant. During the execution of the Search and Seizure Warrant, officers collected numerous items of CDS paraphernalia and suspected Heroin powder. The tenant was contacted and notified of the executed Search & Seizure Warrant. This particular apartment had been the target of an investigation by the Thurmont Police Department due to the numerous complaints of CDS violations suspected of occurring and being committed by the tenant. An arrest warrant was issued on January 24, 2013 for the tenant identified as: Raymond Andrew Caraker, age 49, charging him with: 2 (cts) Possession / Administer of CDS –not Marijuana; Maintaining a Common Nuisance/Administer CDS; Possession of CDS Paraphernalia to indicate Distribution.
On May 7, 2013 at approximately 5:30am, police officers in Baltimore County located Caraker, took him into custody, and served him with the outstanding warrant.
