Oahu is under a flash flood and tropical storm watch for Tropical Storm Flossie, which is issued by the National Weather Service. Tropical storm conditions are possible within 48 hours. Residents may experience winds up to 45 mph, starting 2 p.m., July 29. Heavy rain, flooding in low-lying areas and high surf also are expected.
