Citizen detains suspect linked to several theft from autos and burglaries.
11-25-13 Citizen Detains Suspect Tied to Several Thefts and Burglaries #AACoPD
.November 25, 2013 at 11:02amOn November 24, 2013, at approximately 6:49 a.m., officers from Northern District were dispatched to 100 block of Margate Drive in Glen Burnie for a report of a theft from auto in progress. As Officers were responding, Police Communications advised that a male suspect was observed tampering with vehicles and that one of the vehicle owners had chased and detained the suspect. Officers quickly arrived and were able to take the suspect into custody without further incident.
Investigation determined that at approximately 6:45 a.m., a resident of the 100 block of Margate Drive heard a loud noise and their car alarm going off in the driveway. They responded outside and discovered the window to their vehicle broke and the inside of the vehicle was in disarray. The suspect was then observed standing behind a fence with a book bag that was taken from the victim’s vehicle. Residents also observed various other items on the ground around the suspect in a pile. The suspect then fled on foot and the male victim gave chase. After a brief foot pursuit, the victim was able to detain the suspect until police arrived moments later.
The book bag along with a small sledge hammer used to break into the vehicles was recovered from the suspect as well as several other pieces of evidence.
An area canvass was conducted and six other vehicles were located that had been broken into. Property taken from those vehicles matched the property the suspect had with him. Officers also drove by the suspect’s house located at 14 Wendover Road, where they observed further evidence in the driveway of other thefts. Detectives from Northern District responded to assist with the investigation. A search of the suspect’s house revealed several other pieces of evidence subsequently linking him to a residential burglary and theft from auto that occurred on Queen Anne Road a previous day. In addition, evidence was recovered that linked the suspect to a shed burglary and two theft from autos on Highland Drive. A warrant was subsequently obtained for the incident that occurred on Highland Drive.
Detectives are still sorting through other pieces of evidence that were recovered in an attempt to link the suspect to more incidents that have occurred in the area and more charges are potentially forthcoming. Anyone with information regarding this suspect or other theft from autos is asked to call Detective Davis or Detective Edmonds at 410-222-6135. The Police Department would like to remind citizens to uniquely mark personal items as this assists detectives in reuniting items with their rightful owners when items are stolen.
Suspect: James Michael Koltko, 27, of 14 Wendover Road, Glen Burnie, Maryland

100 block of Margate Drive: two counts of theft less than $1,000 and three counts of malicious destruction of property.
800 block of Scott Circle: two counts of theft less than $1,000 and four counts of malicious destruction of property.
Unit block of Cedar Hill Drive: theft less than $1,000
Unit Queen Anne Road: first degree burglary, third degree burglary, fourth degree burglary, theft less than $1,000.
Unit block of Highland Drive: Based on recovered evidence, a warrant was obtained for second degree burglary, two counts of fourth degree burglary, theft less than $1,000 and malicious destruction of property.
