Deputies arrest Thomas Sims, 30, charged with possession of drug paraphernalia & driving on suspended drivers license

A Royal man who was reportedly passed out in his vehicle Sunday afternoon was arrested after drug paraphernalia was allegedly found in his vehicle.
Thomas Earl Sims, 30, who lists an address of 255 Owl Creek Cutoff, was taken into custody around 4:30 p.m. and charged with a misdemeanor count of possession of drug paraphernalia, punishable by up to one year in jail, and also cited for driving on a suspended driver’s license.
He was later released on $1,000 bond and is set to appear March 4 in district court.
According to reports, shortly before 3:30 p.m., GCSD Deputy Toby Edwards was dispatched to the 7200 block of Albert Pike to check the welfare of a man passed out at the wheel of a vehicle.
Upon arrival, the deputy didn’t immediately see anyone passed out in a vehicle, so he spoke to the caller. At that point, the deputy saw a man attempting to drive off the lot and the caller identified the vehicle as the one he had called about.
Edwards stopped the vehicle before it got out of the lot and noted the vehicle was registered to a female. He then ran a check on the driver, identified as Sims, and determined his license was suspended.
In plain view, the deputy noted a clear plastic baggie with a white powdery residue so he detained Sims and patted him down. During the search, he found two more clear plastic baggies with residue.
He then searched the rest of the vehicle and found five more clear plastic baggies, all with residue in them. Enough residue was collected to be field tested and showed positive for methamphetamines.
The vehicle was eventually returned to its owner and Sims was taken into custody without further incident
