Police Code Enforcement Aims To Address Public Nuisance Complaints
On July 9, 2014, the Los Banos Police Department Code Enforcement Division set up surveillance near the park in the 800 block of Pacheco Boulevard. The Surveillance was in response to several complaints of people setting up camp at the park and leaving garbage, old mattresses, and other debris around the park. Code Enforcement received at least one report of persons bathing in the park using buckets of water and others were observed in possession of shopping carts in violation of the municipal code.
Officers contacted two males and a female after witnessing them enter the women’s restroom together and found the three huddled up inside a single bathroom stall. Police found 35-year-old Kyle Hebert was holding a methamphetamine smoking pipe, while Amber Smith, 22 of Los Banos, was in possession of methamphetamine.
Smith was arrested for possession of a control substance and booked into the Los Banos Police Department jail facility. Hebert was issued a notice to appear and four other people were issued administrative citations for public nuisance and other municipal code violations.
