Press Release: NPD #1400-2646 Report of Person Shot (10387 Cerulean Drive, Noblesville) 7.22.14
On July 21, 2014 at approximately 2:31 p.m., officers from the Noblesville Police Department were dispatched to the area of 10387 Cerulean Drive, Noblesville in reference to a report of a person shot. Officers arrived on the scene and identified a female victim suffering from what appeared to be a gunshot wound.
The victim, Patricia E. Wagner, 52, of Noblesville, was immediately transported to Riverview Health Hospital (Noblesville) and later to St. Vincent Hospital (Indianapolis) by ground ambulance. Wagner was treated for a single gunshot wound and released later in the evening.
Officers on the scene of the shooting were provided with information that suggested that the person responsible for firing the shot at Wagner was inside his residence located at 10395 Cerulean Drive. The subject was identified as Nicholas J. Proctor, 53, of Noblesville. Officers made repeated attempts to contact Proctor by using a loud speaker and telephone. Officers were successful in making contact with Proctor and spoke with him intermittingly for a period of approximately 45 minutes.
The Noblesville/Westfield Emergency Services Unit and Crisis Negotiations Unit were summons to the scene to takeover communication efforts and tactical operations. Negotiators continued communication with Proctor until approximately 3:20 p.m. at which time Proctor refused to return any dialogue with negotiators. Negotiators continued their efforts for the next several hours but with no response from Proctor. At approximately 6:30 p.m., tactical operators from the Emergency Services Unit made entry into the residence in order to locate Proctor. A few moments after entry was made, officers discovered Proctor inside the residence and unresponsive. Medical personnel on the scene pronounced Proctor deceased as a result of an apparent self-inflicted gunshot wound.
The Hamilton County Prosecutor’s Office, Hamilton County Coroner and investigators from the Noblesville Police Department collected evidence, witness statements and other information relevant to the investigation of this incident. The case is still an ongoing investigation and no other information or details are available at this time.
Questions pertaining to the death investigation of Proctor should be referred to the Hamilton County Coroner’s Office.
The Noblesville Police Department is not actively seeking any other person believed to be involved in this incident.
