PRESS RELEASE: Barricaded Wanted Felon Taken Into Custody in Warsaw

A stolen moped leads Warsaw Police to a meth lab and a wanted felon who barricaded himself inside a local hotel. Yesterday morning, Warsaw Police located a stolen moped outside of the Victory Hotel, located at 223 W. Jefferson Street in downtown Warsaw. The resulting investigation found an active meth lab inside apartment #13. Warsaw Police took Jeffery Owsley, 21 years of age of Warsaw, into custody and charged him with two (2) felonies; dealing methamphetamine, and possession of precursors to the manufacture of meth. Police also charged him with a misdemeanor charge of theft and possession of stolen property. While at apartment #13, an informant told Warsaw Police that a wanted felon, Charles Dove, had taken a handgun from apartment #13 and was now upstairs in apartment #2. Warsaw Police verified that the suspect, Charles Dove, was in the apartment and had two (2) active felony warrants. The Warsaw Police SWAT team was activated and negotiations to get Mr. Dove to surrender failed. Eventually SWAT shot tear gas into apartment #2 and Mr. Dove emerged and was taken into custody. Charles Dove, 31 years old of North Webster, was booked into the Kosciusko County Jail on felony charges of; unlawful possession of a firearm by a serious violent felon, and resisting law enforcement. The Kosciusko County felony warrants for probation violation, and possession of precursors to the manufacture of meth by a habitual offender, were also served. Charles Dove is being held on no bond, and Jeffery Owsley is being held on a prosecutorial hold. The Warsaw and Indiana State Police Clandestine Lab teams cleaned up the meth scene. Warsaw Police were assisted by the Indiana State Police, Winona Lake Police Department, Kosciusko County Prosecuting Attorney’s Office, Multi-Township EMS, and Warsaw Wayne Fire Territory.
