UPDATE - September 5th Morgan County Search Warrant Results in Police Action Shooting
Monrovia - (Morgan County) This is an update to the ongoing state police investigation of a police action shooting that occurred just before 10:30 a.m. on September 5, 2014, at 9794 N. Hall Road, Monrovia, IN.
Preliminary investigation determined the Morgan County Sherriff’s Department was engaged in an ongoing investigation that alleged stolen property may be located at the N. Hall Road residence. As part of this investigation the Morgan County Sheriff’s Department obtained a search warrant to search the residence at N. Hall Road. Upon execution of the search warrant, Morgan County Deputies knocked on the door of the residence, identified themselves as police officers with a search warrant and then entered the home. Once inside, the deputies encountered a male, later identified as David W. Skinner, 53 of Monrovia. During the service of the search warrant Skinner suffered a non-life threatening gunshot wound from shots fired by the Morgan County Deputies. No officers were injured. Mr. Skinner was treated for his wounds and released from IU Health Methodist Hospital in Indianapolis. Service of the search warrant concluded and resulted in articles being seized that will advance the ongoing Morgan County Sheriff's Department criminal investigation.
The Indiana State Police has a long standing policy of not discussing details of ongoing investigations. Police action shooting investigations often take weeks or months to conclude based on the dynamics of the investigation. At the request of the special prosecutor assigned to review the state police investigation, no further information will be released. Once the investigation is completed it will be submitted to the special prosecutor for review and determination of what charges, if any, are appropriate.
It is important to also note the policy of the Indiana State Police to not release the name of a person of interest in a criminal investigation in advance of an arrest, issuance of an arrest warrant, or a compelling public safety interest. Due to the circumstances of this investigation, and with the approval of the special prosecutor, the name of the person shot at the residence has been released, as noted in this news release. No conclusion should be drawn about the guilt or innocence of a person due to their name being listed in this release.
