Deputies Arrest 8 for Furnishing Alcohol to Minors
Nature of Incident: Alcohol “Minor Decoy” Operation

Narrative:
On 10-10-14, the Thousand Oaks Police Department’s Directed Enforcement Team and the California Department of Alcoholic Beverage Control (ABC) conducted an alcohol operation, using underage minor decoys, in an attempt to purchase alcohol from various establishments in the City of Thousand Oaks. The goal of this operation was to limit minors’ access to alcohol and confirm establishments are abiding by the Business and Professions Code and rules set forth by the California Department of Alcoholic Beverage Control.
Two underage decoys were used in an attempt to purchase alcohol from 23 locations throughout the City of Thousand Oaks. Servers or cashiers at 15 locations asked for identification and turned the decoys away without selling any alcoholic beverages. The Thousand Oaks Police Department wants to thank these 15 subjects who refused to sell alcohol to a minor. Servers or cashiers at 8 locations furnished alcohol to the underage decoy and either failed to ask for identification or looked at the identification and furnished it anyway. All 8 of these subjects were arrested for BP 25658(a) / furnishing alcohol to a minor.
The Thousand Oaks Police Department’s Directed Enforcement Team will continue to conduct periodic sting operations in an effort to prevent minors’ access to alcohol.
The Thousand Oaks Police Department would like to remind the public that selling alcohol to, or purchasing alcohol for, minors is illegal and that alcohol is a factor in many homicides, suicides, and other unintentional injuries which along with car crashes are the four leading causes of death in 15-20 year olds. The Ventura County Sheriff’s Office wants to remind the public to report incidents of underage drinking and illegal purchasing of alcohol.
