Narrative:
On 12-18-14 at 5:45 PM, Deputies assigned to the Thousand Oaks Police Department responded to a call of a person causing a disturbance in the 700 block of Hodencamp Road in Thousand Oaks. The information received from the 911 dispatch center was that an adult male was armed with a bat and was involved in a domestic dispute.
The first deputy arrived on scene and contacted three people outside the residence. While getting the initial information of the circumstances, the deputy observed a suspicious male standing inside an open garage. When the deputy approached the open garage he encountered the male who was agitated. The deputy observed the male holding a gun, which he had been hiding. Additional deputies responded to the scene.
Meanwhile, the initial responding deputy provided safety for the residents. The suspect refused to comply with the deputy’s directions. He remained armed with a hand gun and a bow and arrow. The suspect repeatedly yelled for the deputies to kill him. When the suspect refused to drop his weapons, the deputies feared the male would re-enter the house or adjoining residences. The deputies fired less lethal bean bag rounds in an attempt to disarm him. The bean bag rounds had no effect and he continued to hold his weapons.
Deputies used crisis intervention techniques in an attempt to get the suspect to calm down and release his weapons. After a brief period of time, the suspect stepped out of the garage. The deputies were then able to effectively deploy a TASER electronic control device and take the suspect into custody.
During the incident, the suspect refused to comply, made suicidal statements and repeatedly challenged the deputies to shoot him, all while armed with a handgun and other weapons. The deputies demonstrated great restraint, courage, and compassion. The suspect was eventually safely subdued and disarmed.
The immediate investigation identified that he had two loaded handguns within reach. He was arrested for weapons charges including a mandatory mental health evaluation.
