September of 2012, California Governor Jerry Brown signed Senate Bill 1193 into law. This recently enacted legislation added section 52.6 to the California Civil Code, thus creating a legal requirement for certain types of businesses to display public notices on slavery and human trafficking. Pursuant to this new law, these human trafficking notices must now be displayed in a conspicuous place, either near the public entrance or in a location in plain view of both the public and employees. These posters are required at the following types of business establishments:

Adult or sexually oriented businesses
On-sale general public premise licenses under the Alcoholic Beverage Control Act
Airports
Passenger rail or light rail stations
Bus stops
Truck stops
Emergency rooms within acute care hospitals
Urgent care centers
Farm labor contractors
Privately operated job recruitment centers
Roadside rest areas
Businesses that offer massage or bodywork services
Senate Bill 1193 and California Civil Code § 52.6 created very specific legal requirements of these human trafficking public notices. Recognizing this, the Riverside County Anti-Human Trafficking Task Force “RCAHT” has created a poster that meets all the legal requirements of this recent law.

As a public service, the Riverside County Sheriff’s Department has made RCAHT’s SB 1193 compliance poster available for download to the public. Businesses required to post this notice can now download, print, and then post this notice to maintain legal compliance. The poster is available for download at the following website address:

To raise public awareness about human trafficking as well as better inform businesses affected by this law, the Riverside County Anti-Human Trafficking Task Force has called for a “Day of Action” within Riverside County. Operation SafeHouse, the provider of victim services for the RCAHT Task Force, has spearheaded a county-wide awareness event scheduled for this Saturday, January 17, 2015, at 9:00 A.M.

During the “Day of Action,” dozens of volunteers will fan out across Riverside County, educating business owners and distributing a limited quantity of pre-printed notices that are currently available.

Operation SafeHouse is seeking interested volunteers to assist with this outreach effort. Due to Riverside County’s large size, three staging areas for volunteers have been established:

Coachella Valley – Southwest Community Church. 44-175 Washington Street, Indian Wells.
Riverside area – Operation SafeHouse. 9685 Hayes Street, Riverside.
Murrieta/Temecula/Lake Elsinore – Calvary Murrieta Church. 24225 Monroe Ave., Murrieta.

The Riverside County Anti-Human Trafficking Task Force was formed in 2010 to address crimes involving the exploitation of trafficking victims via force, fraud, or coercion. These cases often involve the commercial sex trafficking of children, as well as incidents of forced labor, indentured servitude, debt bondage, or slavery. The RCAHT Task Force is a multidisciplinary collaboration of law enforcement, prosecution, social services, and non-profit organizations Operation SafeHouse and Million Kids.

The law enforcement component of RCAHT is currently composed of the Riverside County Sheriff’s Department, Riverside Police Department, Hemet Police Department, the Federal Bureau of Investigation, and the State Department’s Diplomatic Security Service. For prosecution of human trafficking cases, RCAHT partners with both the United States Attorney’s Office as well as the Riverside County District Attorney’s Office.

On behalf of the RCAHT Task Force as well as all of its partners, the Riverside County Sheriff’s Department welcomes the public to educate themselves on human trafficking and volunteer to make a difference within Riverside County.
