On January 13, 2015, Larry D. Kellems, 69, of Cannelton, was arrested by Patrolman Ryan M. Smith after an investigation of sexual battery and stalking. The investigation started January 8, 2015 after the first complaint was received about an incident that occurred on January 6, 2015. The incident reportedly occurred at the Cotton Mill Apartments. During the investigation it was determined by Smith there were other victims. Assisted by Cotton Mill Apartments security personnel, Smith was able to identify Kellems as the suspect.
On January 13, 2015, a similar complaint was reported immediately after the incident occurred. Smith investigated this complaint as well. During the course of investigating this complaint, Smith was able to establish probable cause to arrest Kellems. Kellems was arrested without incident in the parking lot of the Cotton Mill Apartments.
Kellems was lodged at the Perry County Detention Center on the following charges:
- Stalking, a Level 5 Felony, 3 Counts
- Sexual Battery, a Level 6 Felony, 2 Counts
