DISASTER EMERGENCY DECLARATION
FULTON COUNTY, INDIANA
February 14, 2015
WHEREAS, Fulton County, Indiana is immediately threatened by a natural disaster – specifically county wide blizzard conditions, and:
WHEREAS, as of the 14th day of February at 1430 hours, we find that Fulton County is at risk from a severe winter weather event that includes, below zero wind chills, strong winds that have caused white out conditions and near zero visibility with widespread drifting of roads;
WHEREAS, a County wide emergency declaration affecting travel and other activities is an appropriate public safety response to the severe winter weather conditions that exist or are expected;
NOW THEREFORE, we, the Fulton County Board of Commissioners, declare, pursuant to the provisions of IC 10-14-3-29, that a state of emergency exists in the county and that we hereby invoke and declare those portions of the Indiana Code which are applicable to the conditions and have caused issuance of this declaration, to be in full force and effect in the County for the exercise of all necessary emergency authority for protection of lives and property of the people of Fulton County.
We also declare that, effective immediately, and in accordance with Fulton County Ordinance Number 112111those portions of Fulton County outside the incorporated areas of the City of Rochester, are under a “Warning Level” Travel Advisory for a Declared Emergency; The Incorporated areas within the City of Rochester will Also be under the “Warning Level” Travel Advisory but may opt to reduce the Travel Advisory with in the Incorporated City limits prior to the Cancellation for the rest of the County.
1. No travel is permitted on Fulton County roads until the Order closing the roads has been terminated by the Board of Commissioners of the County , provided that the Order does not prohibit travel on county roads by individuals engaged in employment necessary to (1) maintain a safe rail system, (2) restore utility services, or (3) provide any other emergency public service; and
2. Emergency action plans have been, or should be, implemented by businesses, schools, government agencies and other organizations.
Reference is herby made to all appropriate law statutes, ordinances and resolutions and particularly to section 10-14-3-29.5 of the Indiana Code.
All public offices and employees of Fulton County are hereby directed to exercise the utmost diligence in the discharge of duties required of them for the duration of the emergency and in execution of emergency laws, regulations, and directives whether state or local.
All residents are called upon and directed to comply with necessary emergency measures, to cooperate with public officials and disaster service forces in executing emergency operations plans, and to obey and comply with the lawful direction of properly identified officers.
All operating forces will direct their communications and requests for assistance and operations to the Emergency Operations Center.
This Disaster Emergency Declaration shall remain in effect until it has been determined that these conditions are no longer a threat to the safety of the public by the Fulton County Board of Commissioners.
