All city offices, libraries, recreation centers and the Norfolk Community Services Board will be closed today at 3pm. The six recreation centers that operate after-school programs: Bayview, Crossroads, Fairlawn, Sherwood Forest, Tarrallton and Young Terrace will close today at 4pm.
