Alexandria VA-Trooper Ryan Winters, a Trooper from the Lafayette Post, was one of the four finalists who were honored on Friday evening at the IACP/Motorola Trooper of the Year Banquet in Alexandria, VA. Four troopers representing each region were on hand as Corporal Lloyd McCann of the Delaware State Police was honored with the award.
