Thousand Oaks Special Enforcement Detectives Arrest Four Suspects for Identity Theft, Scanning Devices and Drugs

Narrative:

On March 31, 2015, at approximately 3:50 PM, a detective with the City of Thousand Oaks Police Special Enforcement Unit was driving in the 1500 block of Newbury Road when he observed a subject sitting in a parked vehicle. The detective contacted the subject, and immediately recognized the subject as Terry Oliphant who was currently on probation with search terms for drugs. During a search of Oliphant’s vehicle, the detective located a billy club and tools commonly used during burglaries. Detectives also searched Oliphant’s hotel room. In the hotel room detectives located a credit card scanning device, and a notebook that contained credit card and pin numbers for multiple victims. Oliphant was arrested for 22210 PC – Possession of a Billy Club, 466 PC – Possession of Burglar’s Tools, and 502.6(a) PC – Fraudulent Use of Credit Card Scanning Device. Oliphant was also arrested for a violation of probation and a misdemeanor warrant. Oliphant was booked into the Ventura County Pre-Trial Detention Facility with a bail of $75,000, and is scheduled to appear in Ventura County Superior Court on April 2, 2015 at 1:30 PM.

At approximately 4:45 PM, detectives with the City of Thousand Oaks Police Special Enforcement Unit contacted a female in the area of Oliphant’s arrest. Detectives believed this female was associated with and sharing a room with Oliphant. The female, who was later identified as Dawn Zolman, was with two male subjects, Matthew Cardona and Jose Cardenas. As the detectives approached, Cardenas placed the items he was holding atop the vehicle he was standing next to. In doing so, Cardenas dropped a glass pipe that is commonly used to ingest narcotics. Due to the possible narcotics activity, detectives detained the three subjects. It was determined these three subjects were not associated to Oliphant, but were staying at the same hotel as Oliphant. Detectives received consent to search the subject’s hotel room. While searching the hotel room, detectives located a credit card skimming device, credit card and pin numbers for multiple victims. Detectives also learned the hotel room was rented using a stolen credit card and driver license. Dawn Zolman and Matthew Cardona were arrested for 502.6(a) PC – Fraudulent use of a Credit Card Scanning Device, 530.5(c)(3) PC – Possession of Personal Information, 530.5(a) PC – Obtaining Credit in Another Person’s Name, 484g(a) PC – Fraudulent Use of an Access Card, and 182(a)(1) PC – Conspiracy to commit a crime. Both Zolman and Cardona were booked into the Ventura County Pre-Trial Detention Facility. Zolman is being held on $55,000 bail and Cardona is being held on $100,000 bail. Both Zolman and Cardona are scheduled to appear in Ventura County Superior Court on April 2, 1015 at 1:30 PM.

Cardenas was arrested for 11364 H&S – Possession of Opium Pipe. Cardenas was released from the scene with a citation.

Detectives assigned to the City of Thousand Oaks Police Investigative Bureau will be conducting a follow-up investigation in an attempt to identify the multiple victims of identity theft.
