TO ALL VOLUNTEERS !!!:

I understand that there is some confusion about access to the affected areas. Here is the current plan and what is taking place to assist in your efforts to assist in the recovery. For us (all incident commanders) ,this is transitioning from a rescue to a recovery phase. This phase will be days and weeks long.

Our main priority is to assure the safety of all responders, including citizens and volunteers. We are trying to minimize hazards in the recovery area. One main problem will be traffic. We are working to have a series of roll off containers brought in and spaced around. Debris will be brought to these dumpsters, and equipment will load it in. We have to avoid a hodgepodge of trucks and trailers crossing within the area. We are going to divide up the area so we can track the location of the outside volunteers. We will probably assign groups of walk up volunteers to a block, with one or two pieces of equipment assigned to each.
