DETECTIVES INVESTIGATE EARLY MORNING HOMICIDE
Detectives with the Portsmouth Police Department Major Crimes Unit are investigating an early morning shooting that has left one man dead. Police communications received a 911 call at 3:15 a.m. requesting medical assistance to the 2700 block of Chicago Avenue for an adult male who appeared to be shot. When officers arrived they found 29 year-old Jamal Spratley of Portsmouth, suffering from a gunshot wound to the torso. Medics arrived and pronounced him deceased at the scene. Detectives worked diligently through the morning and have identified a suspect in this case.
Detectives have charged 33 year old Raynard Reginald Brown, Jr. of Portsmouth, with 1st degree murder, use of a firearm in the commission of a felony and possess of a firearm by a convicted felon. Detectives are still searching for Brown. Brown is described as a black male that stands approximately 6′ tall and weighs between 160-170 pounds. Brown has brown eyes, black hair, and multiple tattoos across his chest and arms. Brown is known to drive a 2007 black 4-door Infiniti with Virginia Tags of VEH-6552. He should be considered armed and dangerous.

Crime line callers are never asked to give their name or required to testify in court. If a callers tip leads to the arrest of Raynard Reginald Brown, Jr. they could be eligible for a cash reward of up to $1000. DO NOT ATTEMPT TO APPREHEND.
