On Thursday, July 2, 2015, officers of the Warsaw Police Department arrested Gregory Schroeder, former Director of Buildings and Grounds for the Warsaw Community School System, on charges of corrupt business influence (Class C felony), official misconduct (Class D felony), bribery (Class C felony), and theft (Class D felony). Additionally, on Thursday, July 2, 2015, the Kentucky State Police arrested Brian K. Stowers on a warrant that was obtained by the Warsaw Police Department through the Kosciusko County Prosecutor’s Office. Brian K. Stowers is currently being held in Shelby County, Kentucky, awaiting extradition. He is being charged with corrupt business influence (Class C felony), aiding, inducing, or causing official misconduct (Class D felony), bribery (Class C felony), and theft (Class D felony).

On October 27, 2014, Gregory Schroeder admitted to Warsaw Community School officials that he had been receiving illegal monetary kickbacks in return for providing business to Continental Maintenance Specialties Inc. and its owner Brian K. Stowers. Schroeder, whose position with the Warsaw Community Schools qualifies under Indiana Code as a “public servant”, purchased mostly consumable goods from Continental Maintenance Specialties, Inc.

A Warsaw Police Department investigation into the incident found Gregory Schroeder personally received approximately $115,620.87, in illicit kickbacks, which included a Harley Davidson Motorcycle, between the years 2006 and 2012. Purchases from Continental Maintenance Specialties occurred annually from 2005/2006 through 2013/2014 school years. It is estimated Gregory Schroeder over-purchased items from Continental Maintenance Specialties, Inc., in the amount of $828,151.34.

The Warsaw Police Department was aided in their investigation by the Warsaw Community Schools and the Indiana State Board of Accounts.
