On July 8, 2015 at approximately 2:11 p.m., police officers and firefighters from the Noblesville Police & Fire Departments responded to the intersection of 14th and Hannibal Street (Noblesville) in reference to a report of a motor vehicle crash involving a USPS vehicle and bicyclist. Officers and firefighters arrived on the scene a short time later and began to investigate.

Based on witness statements and evidence at the scene, it appears that a juvenile riding a bicycle was traveling northbound on 14th Street when he pulled out into the path of a 1993 GM, USPS mail delivery vehicle that was traveling eastbound on Hannibal Street. At this particular intersection, 14th Street is regulated by stop signs and Hannibal Street traffic has none. The posted speed limit on Hannibal Street is 25 mph.

The bicyclist is identified as a male juvenile, 13, of Noblesville, IN. He was transported by ground ambulance to Riley Hospital for Children (Indianapolis). The identity of the bicyclist is being withheld at this time pending family notification(s). The condition of the juvenile was characterized as “critical” at the time of this release. There were no additional occupants on the bicycle.

The driver of the USPS vehicle is identified as Hope M. Buchanan, 38, of Noblesville, IN. The driver did not report injuries as a result of the accident. There were no additional occupants in the vehicle.

Investigators from the NPD Accident Reconstruction Unit were summons to the scene to collect evidence and gather information. As a result of the lengthy investigation, traffic was still being diverted around the intersection of 14th & Hannibal Street at the time of this release.
