8/25/15, press release: Larceny from Person/Grand Larceny/Possession of Stolen Property
On the morning of August 25, 2015, the Burlington Police Department received a report of a Larceny from Person incident that had occurred at Callahan Park. It was reported that two juveniles were walking through the park when they were encountered by three male subjects on bicycles. The three subjects made the juveniles give them their cellular telephones and left the area. Following the incident, the three subjects went to a vacant apartment where they left their bicycles before fleeing from the area. The juveniles and other witnesses provided descriptions of the three male subjects who stole the phones.
Investigations by the Department’s Street Crimes Unit (“SCU”) identified the three male subjects as Tam Mai (age 19 of Burlington), Chad Quirk (age 19 of Burlington), and Jeremiah Hines (age 18 of Burlington). Investigation revealed that the three subjects were also involved in the theft of a $1,500 bicycle from a downtown parking garage earlier that morning. The bicycle had been locked to a vehicle’s bicycle rack and the lock had been cut.
This bicycle was recovered and returned to the owner.
During the course of the investigation, the SCU officers executed a search warrant at Mai’s residence and recovered bolt cutters that officers believe were used to cut the bike lock. Officers also recovered another bicycle that had been reported stolen from a vehicle parked in a residential parking lot in Burlington in 2014. This bicycle had also been locked to the vehicle’s bike rack and the lock had been cut.
As a result of the investigation, Mai was arrested and charged with Larceny from Person, Grand Larceny, and Possession of Stolen Property. Mai was arraigned at the Chittenden Superior Court – Criminal Division on September 9, 2015 and released on conditions, including curfew. Quirk and Hines were also charged with Larceny from Person and Grand Larceny and cited to appear at the Chittenden Superior Court – Criminal Division for arraignment on September 17, 2015.
