CLEAN Team Nets Four More Arrests

Miami/Fulton Counties – Recent investigations by members of the CLEAN Team has resulted in four arrests from Fulton and Miami Counties.

Yesterday afternoon, officers assigned to the CLEAN Team went to a home on 178 West 8th Street, in Peru, to a serve a class B felony arrest warrant, on Johnny Rowe Jr., 34, Peru, IN. The warrant was for possession of a dangerous device by an inmate.  Rowe, retreated into the residence and would not communicate. Officers did not know if Rowe was armed, so the Indiana State Police SWAT Team was called in to assist. Officers applied for and were granted a search warrant for the house. After approximately three hours, the SWAT Team made entry into the residence and found Rowe hiding in an attic style space. He was taken into custody without further incident.

In addition to the LaPorte County warrant, Rowe was incarcerated in the Miami County Jail to face criminal charges for dealing in a schedule II narcotic, possession of a scheduled II narcotic, and resisting law enforcement. The drug charges stem from a five month investigation by members of the CLEAN Team.

Thursday, an investigation by members of the Clean Team led to the arrests of Stephanie Sampson, 34, and Deandre Cannon, 38, both from Peru, IN. Sampson faces felony charges for two counts of dealing heroin, two counts for possession of heroin, and maintaining a common nuisance. Cannon faces charges for dealing cocaine, dealing in heroin, and obstruction of justice. Officers served arrest warrants at Sampson’s residence on 60 South Miami Street, Apt. 5, in Peru. During the warrant service, Cannon allegedly threw a plastic bag containing approximately 6.8 gram of heroin and a gram of cocaine onto the apartment’s roof.  Officers were able to retrieve the illegal narcotics. These arrests were a result of the same five month investigation in which Rowe was arrested.

On September 24, in a separate investigation, officers from the CLEAN Team assisted the Fulton County Division of the Indiana Department of Child Services with a court order to inspect a Fulton County residence at 7151 North County Road 900 West. During the execution of the court order, items associated with the use and manufacturing of narcotics were allegedly observed.  Officers applied for and were issued a Fulton Circuit Court search warrant for the property. During the execution of the warrant, officers allegedly found a methamphetamine lab, methamphetamine, and items associated with the manufacturing and use of methamphetamine.  Officers also found numerous firearms and a close circuit monitoring system. Angela James, 37, rural Culver, IN, was incarcerated in the Fulton County Jail to face felony charges for dealing in methamphetamine, possession of methamphetamine, and possession of an illegal drug lab.

The CLEAN Team is a task force with 11 law enforcement entities that have dedicated resources to fight narcotics in Fulton and Miami Counties. CLEAN stands for Combined Law Enforcement Against Narcotics.  The main focus of the task force is narcotics enforcement with an emphasis on methamphetamine related crimes.

All criminal defendants are to be presumed innocent until, and unless proven guilty beyond a reasonable doubt in a court of law.
