Wednesday October 14th, at approximately 9:00 PM Indiana State Police Sergeant Brent Gulinson observed a white Pontiac drive through a red light at a high rate of speed on 236th Street at US 31 in Northern Hamilton County. Gulinson followed the vehicle into the parking lot of the Speedway Gas Station at the corner of 236th Street and US 31 and initiated a traffic stop by activating his emergency lights. Upon initial contact, the driver said he did not have any identification and gave Gulinson a false birth date. After further conversation the driver verbally identified himself as Cheyenne Healey and provided his correct date of birth. Gulinson suspected the driver was intoxicated based on initial observations of impairment and the odor of alcohol. Further investigation revealed Healey was listed as an Habitual Traffic Violator. Unfortunately, even with a revoked driver's license, Healey was able to get behind of the wheel of a vehicle and endanger the lives of other motorists.
After Sergeant Gulinson finished checking Healey's driver’s license, he radioed for a second unit to assist with the investigation. Trooper Thomas Bennett responded from over 20 miles away. Gulinson returned to Healy’s car to further investigate his observations of impairment. Hamilton County Sheriff's Deputy Captain Jeff Kerns happened to be driving by the gas station and pulled in to offer assistance. Healey voluntarily exited his vehicle as Sgt. Gulinson continued his investigation to determine probable cause alleging Healey was driving while intoxicated. When Healey was offered the opportunity to take a breath test to determine his blood alcohol content he became visibly agitated and repeatedly told the trooper and deputy he could not go back to jail. It quickly became apparent Healey was no longer going to comply and after several verbal commands were ignored Captain Kerns deployed his Taser in an effort to gain compliance and take Healey into custody. The first Taser probes struck Healey near the waist, but were not effective. It appeared Healey was able to pull one probe out. Kerns then deployed a second set of probes from the same Taser, again proving to be ineffective. At this point, Captain Kerns, Sergeant Gulinson and Trooper Bennett had to physically restrain Healey. Seeing the physical confrontation, volunteer Chaplain Parkes, who was riding along with Kerns, came to the aid of the officers and offered any assistance he could, without regard for his own safety.
Healey was taken into custody and medics were called to the scene as protocol for any Taser deployment. When medics from the Sheridan Fire Department arrived and attempted to treat Healey, he again became agitated and physically resisted the medics. Healey refused to allow the medics to treat him. After speaking with Healey for several minutes, Sergeant Gulinson was able to gain Healey's cooperation and the medics were able to transport him to Riverview Hospital for treatment.
43 year old Cheyenne Healey of Anderson was arrested for allegedly Operating a Vehicle While Intoxicated, Resisting Law Enforcement and Operating a Vehicle while a Habitual Traffic Violator.
