Scott County Sheriff Rick Walter reports a Cape Girardeau, Missouri man arrested for Drugs and Traffic Charges.

James McCard (27) of 1816 North Main Street, Cape Girardeau, Missouri has been charged with the Class C Felony of Possession of a Controlled Substance, the Class A Misdemeanor of Possession of Drug Paraphernalia, and Class A Misdemeanor of Driving While Revoked.

Sheriff Walter states that on Sunday, December 27, 2015, at approximately 12:08am, a deputy conducted a vehicle stop on a black Ford Mustang, on US Highway 61, near Morley for a traffic offense. The deputy made contact with the driver, McCard, who was acting nervous by holding his hands up in front of him and shaking. McCard told the deputy he did not have a valid driver’s license. Scott County Communications verified that McCard’s Missouri driver’s license was revoked.

Scott County Sheriff’s Office K-9 Unit arrived to assist. The K-9 gave a positive alert on McCard’s vehicle for a presence of narcotics.

A search of the vehicle was conducted. On the passenger floor board were pieces of broken glass with a round shape that appeared to be from a glass smoking pipe used to smoke methamphetamine. The deputy then located part of the middle console that appeared to have been tampered with. The deputy pulled the tampered piece out of the console and located a broken glass pipe stem with white residue and black burn marks. The deputy also located other paraphernalia in the vehicle used with the consumption of narcotics.

The glass smoking pipe was field tested and tested positive for methamphetamine.

McCard was placed under arrest and transported to the Scott County Jail pending the filing of formal charges by the Scott County Prosecuting Attorney.

McCard remains in custody at the Scott County Jail. Bond was set by the court at $10,000.00 cash only.
