POP Unit Conducts Shoulder Tap Minor Decoy Operation

On Monday, December 28, 2015, members of the Anderson Police Department’s Problem Oriented Policing Unit conducted a shoulder tap minor decoy operation in the City of Anderson.

An eighteen year-old minor decoy was placed at various ABC (Alcohol Beverage Control) licensed establishments throughout the city. The minor approached customers of the business, telling them his/her true age, and asked if they would purchase him/her alcohol. The decoy made contact with approximately twenty five customers. Of the twenty five customers, two purchased alcohol for the decoy.

Hazel L. Smith, age 48, of Anderson was arrested for furnishing alcohol to the minor decoy.

Christopher G. Craven, age 32, of Redding was arrested for furnishing alcohol to the minor decoy. Craven was also found to have a felony warrant for his arrest, and to be on felony probation out of Shasta County.

During the operation POP officers went to seven ABC licensed establishments. Four of the seven locations had clerks who exited the business and told the minor decoy to leave. Those four clerks were contacted and recognized for their diligence in maintaining a safe and lawful premises. They were provided with a coupon for a free personal pizza from Papa Murphy’s as part of the Anderson Police Department’s Positive Reinforcement Program.

During the operation POP officers also assisted in the arrest of two subjects from a reported stolen vehicle, and arrested a subject for possession of heroin and possession of an unlawful weapon.

The operation was funded through a grant obtained by the Anderson Police Department from the California Office of Traffic Safety (OTS) and the California Alcohol Beverage Control (ABC).
