New Year’s Eve Minor Decoy Results In Two Arrests

On Thursday, December 31, 2015, members of the Anderson Police Department and the California Alcohol Beverage Control (ABC) conducted a minor decoy/shoulder tap operation in the City of Anderson.

A minor decoy, between the ages of seventeen and eighteen, was sent into local ABC licensed premises and attempted to purchase alcohol. The decoy is required to carry his/her true valid form of identification, and answer all questions about their age honestly. The minor decoy was sent into twelve businesses, all of which refused to sell alcohol to the decoy.

A shoulder tap operation was conducted as well at four local ABC licensed premises. The decoy was placed in front of the businesses and he/she solicited patrons of the business to purchase him/her alcohol, telling them his/her true age. A total of eight patrons were contacted, and two purchased alcohol for the decoy.

Reece Shammo, age 32, of Anderson, was arrested for furnishing alcohol to a minor. Shammo was also found to have an active misdemeanor warrant for his arrest, which he was arrested on.

David Dewalt, age 57, of Anderson, was arrested for furnishing alcohol to a minor as well as a violation of probation. Dewalt was found to be on Post Release Community Supervision out of Shasta County and had just recently been released from prison in early December.

The operation was funded through a grant from the California Alcohol Beverage Control and the California Office of Traffic Safety.
