On January 4, 2016 at approximately 6:30pm, the Thurmont Police responded to a service station in the 200 blk of N. Church Street for a Welfare Check. The responding officer found a male subject sitting in his vehicle consuming beer and smoking suspected Marijuana. The officer placed the subject under arrest and conducted a search. In addition to locating a small amount of Marijuana, the officer recovered a loaded .357 handgun from the center console. The male subject produced a Concealed Weapon Permit but was clearly in violation of the permit restrictions. The subject was identified as: Tavis Caine Harvard, age 44, of Frederick. Mr. Harvard was charged with: Transporting a Handgun; Transporting a Handgun while under the Influence of Alcohol or Drugs; Possession of Marijuana, Driving while Under the Influence of Alcohol; Driving while Impaired by Alcohol; Driving while Impaired by a Controlled Dangerous Substance; Attempting to Drive while Impaired by Drugs and Alcohol. Mr. Harvard was released after posting a $20,000 bond.
