Monroe County Man Threatens Police Officers, Peacefully Taken Into Custody
Bloomington – Early Friday morning, Indiana State Police Troopers Riley Nungester and Allen Deel served an arrest warrant on Riley H. Allen, 21 of Bloomington. Troopers had been informed that Allen had allegedly made threats to hurt himself via “suicide by cop” and others regarding his active arrest warrant earlier that day.
ISP Troopers located Allen at a residence in the 3000 block of South Garrison Chapel Road. Allen was barricaded and refused to surrender to troopers, telling Trooper Nungester and Trooper Deel he would “shoot them both”.
Additional officers were called to the scene including ISP Troopers and Monroe County Deputies. A perimeter was established and ISP Negotiators and SWAT members were activated.
After several hours, Indiana State Police Hostage Negotiator Todd Wix and Monroe County Sheriff’s Department Sergeant Jeff Feiner negotiated the peaceful surrender of Riley Allen. He was taken into custody without further incident.
After receiving the proper medical attention, Riley Allen was transported to and incarcerated in the Monroe County Jail.

Under the Law, criminal charges are merely accusations and the defendant is presumed innocent unless and until proven guilty.
