On March 21, 2016 at approximately 9:38 a.m., the Noblesville Police Department opened an investigation into concerns of official misconduct and theft by a civilian employee of the Noblesville Police Department. The investigation was initiated as a result of a routine audit of records and the focus of the investigation was an employee responsible for taking receipt of parking ticket fines.

After an extensive investigation, investigators from the Criminal Investigations Division petitioned for and were subsequently granted two (2) arrest warrants for the suspect in the case. On April 14, 2016 at approximately 10:00 a.m., the suspect surrendered to authorities at the Hamilton County Jail and was booked on the warrants.

Marcum had been a civilian employee of the police department since 1997 and was terminated as a result of the investigation.
