Anderson Man Arrested for Narcotics Violations

On Monday, April 25th 2016, at about 6:40 P.M., the Anderson P.D.’s Problem Oriented Policing Unit (P.O.P.) conducted a probation search at 37 year old, Chanthaseng Phengmany’s home in Anderson, California. Phengmany’s home had been the focus of the POP unit after receiving several reports of drug activity at the location. Members of the POP unit had been working on the location and made several recent arrests of subjects who were recently seen coming and going from Phengmany’s home.

As recent as April 24th 2016, members of the POP unit contacted and arrested 20 year old, Angelica Gilchrist, 19 year old, Robert Pride and 21 year old, Raven Withey after they were located parked in front of Phengmany’s home. Gilchrist was arrested for possession of cocaine, and Pride was arrested for possession of methamphetamine and possession of drug paraphernalia. Withey was arrested for possession of drug paraphernalia.

Phengmany was contacted today at about 6:40 P.M. by the POP unit as he arrived at his home. When Phengmany discovered the presence of police, he attempted to hand 20 year old, Chase Jess Garlock a nylon pouch that was later found to contain a digital scale and drug paraphernalia. Garlock was ordered to stop multiple times by police but failed to comply and attempted to pass the pouch into Phengmany’s home. Phengmany and Garlock were detained and Phengmany was found to have two separate quantities of methamphetamine on his person. A search of Phengmany’s apartment was conducted where packaging material and additional drug paraphernalia were located.

At the time of this contact, Phengmany had three outstanding warrants for his arrest including a warrant for prior drug offenses. Phengmany was also on probation at the time of this contact for a prior violation of possessing methamphetamine. Phengmany was booked into the Shasta County Jail on his outstanding arrest warrants and felony charges will be pursued against Phengmany for Possession of a Controlled Substance for Sale, and for Maintaining a House Where Drugs are Used or Sold. Garlock was booked into the Shasta County Jail for Obstructing, Delaying or Resisting a Police Officer and charges will be sought for attempting to destroy evidence.
