Trio from Fort Wayne Post Receive Promotions

(Fort Wayne, IN)-Indiana State Police Superintendent Douglas G. Carter has announced the promotion of two Troopers and a Crime Scene Investigator, all from the Fort Wayne Post, to new duty assignments within the Department.

Trooper David L. Poe has been promoted to the rank of Detective and transferred to the Field Investigations Unit at the Fort Wayne Post.  He will assume criminal investigative duties for the Department in Steuben County.

Poe, a native of Butler, Indiana is a 1996 graduate of Eastside High School and he holds an Associate’s Degree in Business Management from Northwest State Community College in Archbold, Ohio.  From 2001 to 2006, Poe served as a Deputy Marshal for the Hamilton Police Department before being accepted to the 66th Indiana State Police Recruit Academy. 

On November 19, 2006, Poe was appointed as a Trooper and assigned to patrol duties at the Toll Road Post, where he served for two-and-a-half years working St. Joseph, Elkhart, LaGrange and Steuben Counties.  In April 2009, Poe transferred to the Fort Wayne Post where he was assigned patrol duties in both DeKalb and Steuben Counties.  During his career, Poe has served as a member of the Tactical Intervention Platoon, a Field Training Officer and a Crash Reconstructionist.  Poe was awarded the Department’s “Combat Action Award” for his service during the incident in which a Waterloo Deputy Marshal was shot investigating two suspicious people in December 2011.  He and his family are residents of DeKalb County.

Trooper S. Michael Carroll has been promoted to the rank of Detective and transferred to the Field Investigations Unit at the Fort Wayne Post.  He will assume criminal investigative duties for the Department in both Noble and LaGrange Counties.

Carroll, a native of Churubusco, Indiana is a 1997 graduate of Churubusco High School.  From 1999 to 2002 he worked as a Confinement Officer at the Noble County Jail.  From 2000 to 2002, he served the Kendallville Police Department as a Reserve Officer before becoming a full-time Patrolman from 2002 to 2006. 

Carroll was accepted to the 66th Indiana State Police Recruit Academy and on November 19, 2006, he was appointed as a Trooper and assigned to patrol duties at the Toll Road Post.  In April 2009, Carroll transferred to the Fort Wayne Post where he was assigned patrol duties in LaGrange County. 

In January 2010, Carroll and his new K-9 partner “Deezle” began working the road together throughout the District until October 2014 when “Deezle” lost his battle with illness.  Carroll assumed patrol duties in Noble County and worked in that capacity until this recent promotion.  During his career, Carroll has served as a member of the Tactical Intervention Platoon, as a Defensive Tactics Instructor and as a member of the North Honor Guard Team.  He and his family are residents of rural Noble County.

Sergeant Mark R. Heffelfinger has been promoted to the rank of First Sergeant and will serve as the Laboratory Division’s Field Support Region Commander for Area II.

Heffelfinger, a native of Butler, Indiana is a 1974 graduate of Eastside High School. He worked for the Rieke Corporation for six years after which, he served as a Deputy with the DeKalb County Sheriff Department for four and a half years and as a Patrolman with the Butler Police Department for six months. Heffelfinger earned acceptance to the 42nd Indiana State Police Recruit Academy and on November 18, 1984, he was appointed as a Trooper and assigned to the Indiana State Police Post in Lowell, where he served the citizens of Lake County.

Following a year working undercover, Heffelfinger was promoted to the rank of Corporal in 1987 where he served as a District Duty Officer at the Lowell Post. In 1995, he transferred to the Fort Wayne Post where he served the citizens of Steuben and DeKalb Counties until his transfer to the Criminal Investigation Division as a Detective in 1996.  In June 2013, Heffelfinger was promoted to the rank of Sergeant and transferred to the Laboratory Division where he worked as a Crime Scene Investigator until this recent promotion.

During his career, Heffelfinger has served the Department as a member of the Tactical Intervention Platoon, Emergency Response Team, as an Explosive Ordnance Disposal Technician and as a Hostage Negotiator. He was also a member of the Federal Bank Robbery Task Force and has been awarded the Indiana State Police Meritorious Service Award.

Heffelfinger and his wife are residents of rural Butler and together they have seven grown children.
