On 6-14-16, at approximately 2:00 pm, CVPD received calls of shots fired and a request to assist Homeland Security Investigations Federal Drug Task Force known as Operation Alliance. Operation Alliance was conducting operations at 2310 Proctor Valley Road, Chula Vista, CA.

During the operation, one of the trafficking suspects assaulted an HSI Agent. Robbery is considered a motive for the assault. During the assault, the Agent was forced to fire his handgun at one of the suspects. Two vehicles with several suspects fled the scene prior to patrol officer’s arrival.

The wounded suspect transported to the Scripps Mercy Hospital but died of his injuries. The HSI Agent was transported to the hospital for evaluation and was later released.

Drug trafficking suspects Jesus Rizo (8-21-95), Rafael Morataya-Aguilar (6-13-97), and Jovani Bernal-Moreno fled the parking lot in a white Ford Focus. The Ford Focus was involved in a traffic collision at the 2200 block of Huntington Point Court. All three suspects fled from the car. CVPD received an unconfirmed report several of the suspect may have unsuccessfully attempted a carjacking during their escape. Responding law enforcement officers eventually arrested all three suspects in the adjacent area.

CVPD locked down the shopping center business and began searching the businesses and parked vehicles. They found and arrested a fourth suspect, Sergio Arias-Ibarra (9-29-84) hiding in the trunk of a silver Chevrolet Cruz in the parking lot of 2310 Proctor Valley Road.

Later, an additional suspect Miguel Parra (9-6-93) was taken into custody at the US/Mexico border.

The five suspects were charged with 11359 HS, 11360 HS, 211 PC, and 182(a)(1) PC. CVPD is conducting the subsequent Officer Involved Shooting investigation in concert with HSI Administration.
