The Arrest of Joseph Moreno and Penny Rascon in the State of Louisiana.
On August 28th, 2016 Senior Inspector Biemat of the United States Marshals Service, who was assisting the Dos Palos Police Department reached out to the Louisiana State Police.
Sgt. Pearson of the Louisiana State Police working along with Sgt. Hammons of the Louisiana State Police began to work the area in an effort to locate Moreno, Rascon, and the Hall children.
Shortly after 0700 hours, Sgt Hammons located Moreno, alone, in the casino area of the Petro Truck Stop in Egan, Acadia Parish. Moreno was immediately taken into custody.
Rascon and the four(4) children were found sleeping in a gold 1996 Toyota with California Plates. The children were found sleeping on the floor, back seat, back dash, with one on Rascon's lap.
"The children are safe now, however, their treatment during this period they were on the run was less than acceptable and likely criminal."
It is believed the children had not eaten for days, and they had not showered or bathed for a significant amount of time.
Louisiana State Trooper Breaux purchased breakfast for the children. Sgt. Pearson arrived on scene and took temporary custody of the Children.
"We are happy to hear of the care and concern shown by the Louisiana State Troopers who while on duty stopped by and spent time with the Hall kids. This treatment was both comforting and reassuring to the children who have a long road to recovery."
Moreno and Rascon were transported and booked by the Louisiana State Police and are being held pending extradition.
City of Dos Palos Mayor Jerry Antonetti had this to say, "We thank the Louisiana State Police, the United States Marshals Service, the National Center for Missing & Exploited Children, and our own police department for this multi-jurisdictional, and multi-disciplinary critical response to return these young children back home. The efforts of Sgt. Pearson and all others involved can not be understated."
Chief Barry Mann, the lead investigator from California recognizes the importance of this multi-jurisdiction effort. "I couldn't sleep much wondering about the safety of the children. I honor the members of the Louisiana State Police for a job well done. The exemplify the highest standards of community servants."
