<p>Wisconsin State Statute 301.45 (act 440), the Sex Offender Registration and Community Notification Law, designed to enhance public safety and protection, took effect June 1, 1997. The purpose is to increase community safety. It is believed “an informed community is a safe community”.</p>
<p> </p>
<p>Because sex offenders may pose a continuing risk of engaging in sex offenses while in the community, protection of the public is of paramount interest. Community notification (the release of relevant offender information) furthers the interest of public safety and can enhance strategies for crime detection and prevention.</p>
<p> </p>
<p>Sex offenders have always lived in our community. However, until the passage of Megan’s Law in 1997, law enforcement often didn’t know where offenders were living and were not able to share that information with the general public if such information was made available to them. Community notification is <strong>not</strong> intended to increase fear.</p>
<p> </p>
<p>A sex offender who has been convicted of a sex offense requiring registration with law enforcement in the community of his/her residence will soon be released to this community. He has served the mandatory amount of prison time as defined by Wisconsin Statues. <strong><em><u>He is not wanted by the police at this time</u></em></strong><u>.</u></p>

<p>We invite you to join us at the notification meeting. As a community, we have a chance to work together to enhance public safety, hold this offender accountable and enhance crime detection and prevention. Because this meeting is of adult subject matter, <strong><em><u>we request only adults attend</u></em></strong>.</p>

<p>The purpose of this bulletin and the community meeting is NOT to harass or to further punish the offenders, nor hamper their chance of reintegration into the community.</p>
<p> </p>
<p>The offenders will have been duly released from secure custody, having served the term of incarceration prescribed by the sentencing judge. They will have the same civil and constitutional rights as other citizens of the City of Portage. The City of Portage Police Department will NOT tolerate threats, harassment or acts of vigilantism against the offenders, the landlord or the residence.
