<p>The Upland Police Department seeks your help in locating a missing, at risk person: Manuel Retes, age 62, Hispanic Male,5 Ft 120 lbs. in a black manual wheelchair wearing a white t-shirt, blue jeans and black and blue shoes. He was last seen in the 1800 block W. Arrow at 4:00pm on 9/21/16. Mr. Retes suffers from dementia.</p>
