Suspect is an African American adult,&nbsp;30 to&nbsp;40 years old,&nbsp;6&#39;3&quot;,&nbsp; thin build, wearing white shirt, black jeans, black sweater around waist&nbsp;and carring a black/red duffel bag, holding a welding mask. Weapon used black semi automatic gun. Last seen going north bound across Manhattan beach Blvd into El Camino Village.</p>
